Has anyone ever identified the affiliation of the scarf that No. 2 wears (blue with parallel white and yellow stripes)?

In a general sense, the scarf and umbrella are symbols of his office. Don't know about the significance of the specific colors, though.

Thank you. My question was trying to get at whether anyone had identified the institution represented by the colors on the scarf itself. In England, ties and scarves are used to identify a person as having attended a particular school or being a member of a particular club or regiment. Each Cambridge college, for example, would have a distinctly patterned college scarf that would identify a student (or alumnus) to another. The scarf clearly follows a pattern (dark blue, yellow and white stripes) that refers to some institution (unless it was made up for the show). I am wondering if there is not an inside joke or deeper irony by the choice.
