I have to say I found the butler a bit annoying, but most people seem to like him.
What was the point?

I quite liked the Butler.
He was an excellent physical counterpoint to Number 6,who was loud and large against the Butler being quiet and small.
Originally the Butler was intended to be played by a tall actor but I think going for Angelo was an inspired decision.

I like the Butler, he's a rebel in his own way.
During Once Upon A Time, he's starting to disobey orders from Number 2. He doesn't take away the tray when first asked, and near the end he doesn't do what Number 2 wants. (Without ruining it for anyone who hasn't seen it )

The butler represented the 'little people' who make all the organizations work. Bosses come and go, but the secretary stays on and actually gets the work done.

Yeah, that's right. And he's the only one who hasn't got a number, so I think he's the only one who is something like free from the Village...
